Breed coat percentages and Hera Packs

I have a question about the coat percentages for different horse breeds. If we take Percherons for example, mouse grey coat is 4% probable. Is the 4% based off the number of horses in the game who has that coat, or is it based on a flat chance likelihood that disregards what the actual percentages are of horses in the game with that coat?

I just realised that I always pick mouse grey with my hera packs and I am curious if someone did that long enough for a breed and produced enough horses, if they could actually influence/skew the coat percentages like that?

It's a broken down from 100% so you just have a 4/100 chance each time you breed. There being more horses with a specific coat doesn't have an effect on % chance of each coat.
