Same amount of fragments each time opening HOP?

Hi! This might be a stupid question but I’ve opened about 6 or 7 horns of plenty to get the Misaki wild horse, and each time I got x33 fragments. Just thought it was a bit strange it was the same amount each time. Bad luck or bug? Has anyone else had this?
