We can’t really answer opinion questions as the answer will vary from player to player.

I’ve been debating getting him myself however, and the general consensus seems to be that this is likely the cheapest price you’re going to get him for, and other sales of this nature will be more or less the same price. Getting him in luck items will cost MUCH more unless you hit the jackpot early - and not hundreds of passes more, but thousands. To be honest, I suspect if you buy him now he’ll pay himself off before he comes around again in the reserved sales. Buying him earlier means he’ll ultimately give you more of a profit in the long run, and he is one of the most generous pass-giving divines on the game.

However, it depends what else you’re saving up for. Do you know the price of the divine you want to get tomorrow? I have the prices if you need them. Try and work out how many passes you’ll have left if you buy both, and how many passes you can save up before the next set of sales (Daily Objectives, Divines, Pass seeds, etc). We don’t know what divines are coming later this year, but if there’s some you want more than Ruby and there’s a chance they could pop up and you won’t have enough passes, perhaps don’t buy Ruby this time around.

It’s also worth noting that most divines will probably be considerably cheaper than Ruby, and even if you buy two horses in this current set of sales I think you can still afford to buy at least a couple more in the next set of sales later this year if you don’t spend any passes on anything else in the meantime. It just depends on what you’re looking for.

Really, it’s just down to weighing up the pros and cons for yourself.

Given that Ruby comes around so rarely, I think he is a good option (I can get him and tomorrow's divine with about 4,000 passes left over for later this year, as well as what I will earn from now until November (which I think will add to over 500 passes a month with the new additions)).

My main goal is to collect pass-giving divines until my yearly pass earnings are fairly high, so I may as well get him now.
