the zlb doesn't go into your inventory, it changes the gender of the horse you put it on straightaway. As you used two, the horse is back to the gender it was at first.

You can try going to Contact Us and explaining what you did, the Admin may give you a set of passes back, or they may just say you should have been more careful. In no way would this be seen as howrse 'stealing' passes as you said yourself you accidently bought two.
